it's 4:59. thanks for joining us. i'm eric thomas. >> i'm kristen sze. right now the bay area's first ever expressway lane is opening up to drivers. that means solo drivers can pay for the privilege of using what would otherwise be a carpool lang. jenelle wang is live over 680 in fremont. this has been in the works for a long, long time. >> yeah. and it's finally here. set to open in about 30 seconds from now officially. at 5 a.m. the bay area's first expressway lane. i'm along highway southbound 680. you can see the traffic going southbound right here. there will be three entry and three exit points. you're looking at one of the entry points here. washington boulevard exit. the new expressway lane replaces the carpool lane on southbound 680 between pleasanton and milpitas. a 14-mile stretch. it operates between 5 a.m. and 8 p.m. monday through friday. carpoolers will be able to use the lane for free as well as motorcycles, transit buses and highway vehicles with valid stickers but solo drivers can use the lane with fair fas trak pass. only three entry and exit points and ille

's kind express toll lane will open on interstate 680. >> the drivers will use the new 14-mile southbound expressway lane from pleasetantton to milpitas. it allows you to use the lane for a price. that starts out at just 30 cents when there's no traffic but as the freeway gets more congested, the price goes up to as much as $6. drivers need a fas trak transponder and signs alert the drivers to the designated entry and exit points. we'll have a live report from jenelle wang in the next half hour and megan will have traffic updates throughout the morning. >> traffic use has grown since 2006 when officials set a goal of 70% usage. the latest survey shows that goal has almost been reached with 68.6% of bridge users now having fas trak. the number of morning drivers on the bay bridge using fas trak has nearly doubled to nearly 77%. >> pg&e could release a list of its 100 riskiest pipeline locations as soon as today. this comes after pressure from federal and state leaders including governor schwarzenegger. the utility isn't saying exactly what it plans to do but it could release the list along

you for joining us. i'm eric thomas. >> i'm kristen sze. topping our news we could find out which local gas pipelines pose the biggest risk to life and property. in the wake of the san bruno explosion and fire, local officials have put intense pressure on pg&e to release that list of the hundred most dangerous. terry mcsweeney is live in san bruno with the story. terry? >> yeah. the report that we're all waiting for today is 100 most dangerous natural gas pipelines on pg&e. don't have that yet but we do have a partial list to share with you this morning. right now let's take a look at some video that we have of the situation that we are talking about. we're talking about very dangerous pipelines. our media partner, the mercury news reports that san jose and milpitas city officials received a call, came in yesterday from pg&e, the utility that owns the pipeline that blew out a couple weeks ago. got two one nears casman drive. two very dangerous pipelines in its city west of i-880. fremont, livermore and south san francisco having already received word that they have dangerous pipel

and other charges. >>> officials at pg&e tell us they decided to delay repairs on a section of pipeline. >> reporter: the short answer you'll hear from pg&e president in just a second. the short answer is it was a matter of priorities. a lot of questions about that pipe that failed in san bruno. this time the questions being asked. we know there's a section of pipe located in san francisco. according to documents made available to the media by utility watchdog turn pg&e applied for and was given permission to raise our rates to pay to replace a section of pipe in south san francisco. that was back in 2007. pg&e told regulators at the time that the risk of failure of that pipe was unacceptably high. the utility collected nearly $5 million and supposed to replace the section last year but did not. >> some things happen when we're going down and a year later maybe some other item becomes more emergents that we need to fix. that's why we will redirect funds to take care of the things that are urgent today and then go back and look and say what are the things that are urgent tomorrow. >> re:

telling us, there are reports that there is one more confirmed dead bringing the death toll up to four. we talked about the process of going through the neighborhood and seeing how many more victims there are. they found another victim. at this point, what we are doing is monitoring the situation out here. you are looking at a view of the smoke that rises. any time you see white smoke above an area, firefighters say that's a good thing better than black smoke indicating that the fire is getting going. we are expecting that they made progress on the fire fight. we look from above at the neighborhood in front of us where there is still smoke coming up from the large portion of the neighborhood. no visible flames from where we were able to look at. no visible signs of damage. so we know the damage area is further from where we are. the latest out here is that they have confirmed one more dead bringing the toll to four in this fire. this is just beginning. we are checking a lot of updates. we will continue to follow that and bring you the latest information. claudine wong, ktvu channel 2 news.
